I thought of a steam-thrower that uses boiling hot steam to scald victims. It has no afterburn, but it wets enemies and its airblast also uses steam, so it deals a small bit of damage itself. It can also wash Jarate and Mad Milk off teammates as well as clear away afterburn with both primary and secondary fire.

Competitive Pyro Loadout. As a platinum pyro I can confirm that this is the best loadout.
