R/fo4 or r/falloutmods could get you more help.This "texture flicker" is objects blinking in and out of existence because you broke the games occlusion culling system using mods. Game thinks these objects aren't visible anyway (because your mods tell it that) so it doesn't draw them. This should be fixable by finding a sane load order. Reply.
